Job Summary
We are seeking an IT Finance and Procurement Manager who will lead the annual IT budget and financial reporting process. Manage the IT Financial Management System, leading Business Technology teams with project budget preparation, monitoring, and variance explanations/documentation. Align Business Technology costs with Business initiatives as part of the strategic planning process. Manage the processing, approval, and payment of BT expenses. Create dashboards and financial reporting in the IT Financial Management System. Work with Business Technology teams to complete financial analysis, including ROI analysis of potential solutions. Work with Business Technology Teams to review historical costs to help define future cost savings. Track IT vendor contracts ensuring maintenance & support or subscription contracts are renewed in a timely fashion. Work closely with and operate as a backup to the IT Vendor and Contract Managers.
Essential Duties & Responsibilities
- Develop and execute annual budgets aligned with business objectives for Business Technology. Direct multi-year financial planning process, establishing standards, timelines, and decision governance. Prepare for and facilitate discussions with leadership related to Business Technology's annual budget for capital and operational expenses. Work with executive leadership to develop annual summary reports to present to board members. Provide analysis of dollars spent throughout the fiscal year and conduct quarterly budget variance reporting to Leadership.
- Operate as the product owner of the IT Financial Management System. Create and maintain financial dashboards and report on financial management tools. Collaborate with the financial planning & analysis team on the development and maintaining the internal cost allocation model. Leverage the IT Financial Management System to provide year-end reporting and analysis as requested by Business Technology Leaders. Provide IT Financial Management System support, including training and demonstrations for individuals or groups. Leverage the Association’s ITSM, ITAM systems to mature the Technology business management model by leveraging end user data, and business applications data for detailed mapping and reporting.
- Serve as the primary Liaison and collaborate with the Finance organization to maintain compliance with established guidelines and GAAP accounting guidelines.
- Create and maintain financial reporting metrics for Leadership that projects depreciation, maintenance costs, and new technology purchases. Provide BT success metrics for on-going collaboration work across Associations. Leverage data analytics to optimize costs, improve forecasting accuracy, and demonstrate the ROI of Business Technology investments. Prepare quarterly and monthly strategic financial reports for the Executive Leadership team and board of directors. Attend all Portfolio reviews to provide visibility and transparency across business units for BT costs.
- Drive strategic resource allocation for Business Technology teams by effectively managing intake requests and prioritizing work based on budget. Manage the close out process for prioritized epics. Collaborate with Enterprise Architecture and product teams to analyze and track product roadmaps. Assist in the solutions evaluation process by completing financial analysis of solutions and providing return on investment calculations. Support Enterprise Portfolio Management by tracking key metrics identified in the established policies and procedures.
- Manage the processing, approval, payment of invoices, and other accounts for payable items as needed for the Business Technology teams. Review accuracy of vendor invoices to verify delivery of purchased products and services. Dispute inaccurate billing and seek resolutions from vendors. Work with the Finance Team to accurately track and report on accrual of capital projects and depreciation of assets. Work to improve the overall system for tracking purchases and managing assets.
- Foster strong relationships with stakeholders across the organization to ensure effective communication and collaboration. Develop insightful reports to inform decision-making at all levels. Automate reporting processes where possible to continuously improve accuracy of reporting. Lead regular staff meetings to communicate, inform and clarify procedures, policy and management of directives.
- Work with Infrastructure and Operations teams to manage inventory of Associations' software, telecommunications, and hardware expenses to ensure compliance with applicable license agreements. Provide software and financial compliance audit responses as appropriate.
- Provide support and backup for Enterprise Vendor and Contract Management as appropriate.
Education Requirements
- Bachelor’s degree in Finance, Business Administration or other related field is preferred.
Years of Experience

4 + years' experience in budgeting, forecasting and analysis is required.
